Position: Resource Development Strategist (Consultant)
Organization: Victoria Community Food Hub Society
Location: Victoria, BC. Virtual (Must reside in the Capital Region)

Request for Proposal: Resource Development Strategist

The Victoria Community Food Hub Society is a registered Charity in the Capital Region with the mission of supporting “Good food for all”. We are looking for a creative and resourceful contractor to support the organization with resource development related to our food security programming. We will be looking to further develop and expand a key program that supports providing charities with fresh and healthy food, from local farms and food processors, to feed vulnerable populations.

We are looking for a strategist that can help us provide opportunities for the community and major donors to be a part of this amazing organization and program. We are seeking information from interested candidates, consulting firms or partnerships to provide us with a brief outline of what your approach to developing strategies would look like, as well as to describe how you would work with our team to support us to execute the strategy to kick start us on our way.

We are looking for a unique consultant who has donation and campaign fundraising experience who can relate to our cause and bring expertise to our team. We are looking to have a consultant set out a strategy(s) and then work to orient and support our team to implement the strategy through its first implementation phase.

RFP Information Request

We are looking for innovative approaches and ideas for fundraising strategies. We would like to hear about the key ways you would develop a program. Setting an annual goal of $100,000 would allow us to have a significant impact on fresh food access and support the local food and farm economy over a longer period of time. It would be expected that it would take some time to attain this goal but we would like to see realistic strategies put in place that could achieve this overtime. We feel the best approach to initiate a fundraising strategy would be through the development of our Farmbucks Program (see more info below). Additionally, we are developing a community food hub called Kitchen Connect, and we may look to expand the contract to include this area for fundraising.

Please provide us a max 3-4 page overview addressing the following:

  • Brief history of experience, credentials, networks, and tools related to resource development.
  • Your fundraising approach and key strategies you have experience with that would enliven our organization’s donor-based campaigns and/or partner-based strategies etc.
  • Outline what communications/roles would the organization need to undertake? Would you provide any training support for these roles if needed?
  • Provide examples of previous clients or resource development work you have undertaken, and be sure to outline your role in these efforts.
  • What would be our “seed” fundraising budget needed.
  • Your availability and remuneration ballpark for a six to nine month developmental contract.

We currently have a holiday campaign in the works but need some assistance with cohesive messaging to kickstart a longer term strategy. This contract will initially be focused on supporting fund development for the Farmbucks Program but may expand to other organizational priorities and initiatives with the right candidate.

HOW TO APPLY: Please provide a brief introductory package in response to the RFP questions above to:

The RFP process involves two stages. The first is a written brief RFP outline requested, candidates will be shortlisted based on criteria related to each question and then be shortlisted and interviewed based on scoring against criteria.

Background on “Farmbucks”

The Farmbucks Program is a means of providing charity organizations (agencies) and schools with funds (or ‘Farmbucks’) to purchase food from The South Island FarmHub (SIFarmhub) at more accessible prices for distribution to high need populations.

The SIFarmhub ( is a social enterprise that we operate to buy from local farmers and food processors, and then distribute local foods to wholesalers, retailers, charities, and home delivery customers.

The Farmbucks Program distributed over $100,000 worth of farmbucks credits in the past year to local charities and schools. The key purpose of the program is to offset the cost of buying fresh healthy food for Charity and School food programs. We are looking for multiple fundraising strategies, approaches and partnerships to increase the amount of funding we have available to support these partners with fresh food access. Currently, Farmbucks are raised by our team through grants and asking for donations. We ran a trial social media campaign last year. We are looking for a well thought out more diversified strategy that reduces reliance on grants. We have significant social media reach and a sumac database ready to track and manage potential donors, and many partners who access and love the program that have large memberships that may be interested in joint campaign development and fundraising appeals.
